 A blizzard is a very serious winter storm and is formed with these 3 things: snow or blowing snow with winds of  40km/h or even more. Blowing snow with a wind-chill of -25 degrees Celsius or colder. All of these conditions are supposed to last for 4 hours or more for the storm to be called a blizzard.

Three things are needed to make a Blizzard.
  

1. Cold air that is below -0 degrees Celsius is needed to make snow.
 

For snow to fall down the air has to be cold in the clouds and down on the ground so that the snow doesn't melt when it hits the ground or even before. If the air at the ground is to warm it will turn into rain.

  2. Moisture is also needed to make clouds and precipitation.


The moisture in the air is called water vapor. When air blows across a lake or the ocean, it’s an excellent source of water vapor. When the air moves over the surface some water evaporates from the surface, putting vapor in the air. But cold air is not able to hold much water vapor. In fact, very cold air does not make very much snow.

3. Warm air rising is needed to form clouds and precipitation.

 

For a blizzard to form, the warm air has to rise over the cold air. There are two ways this can happen. One of them is, wind pulls cold air to the equator from the poles and bring the warm air towards the poles from the equator.
