Yes, one way is for scientists to build a web site and have people who own animals post information when they they have observed their animals acting strangely. If there were many records of animals behaving strangely from the same area, scientists would investigate whether there was a possibility for a natural disaster and if not why are the animals behaving abnormally. Scientist would use these reports in conjunction with other monitoring devices such as seismological measurements in order to help predict natural disasters
